The Howard County school system's new, tougher student code of conduct lumps together bullying, harassment and intimidation into a single category of prohibited behavior. Violators face, at the least, a parent conference; other punishments could include expulsion. How effective do you think such policies will be in reducing instances of bullying and in promoting civility among students?
