SOCCER CHAMPS -- Baltimore will hold a rally for the Baltimore Blast, 2006 champions of the Major Indoor Soccer League, at 5:30 p.m. in the Canton Waterfront Park on Boston Street across from the Clarence H. Du Burns Arena in Canton.

HOWARD BUDGET -- The Howard County Council will hold a public hearing on the proposed fiscal 2007 capital and operating budgets at 1 p.m. in the Banneker Room, George Howard Building, 3430 Court House Drive, Ellicott City.

TOMORROW

BALTIMORE COUNTY SCHOOLS -- The Baltimore County school board will meet at 7:30 p.m. to hear reports about the proposed calendar for the 2007-2008 school year and consider a request to transfer $8.5 million, mostly to cover rising fuel costs. ANNE ARUNDEL TAXES -- The Anne Arundel County Council will meet at 9 a.m. at 44 Calvert St., Annapolis, to discuss the property tax rate and solid waste service charges in the fiscal 2007 budget. 410-222-1401.

PLANT SALE -- Westminster Senior Center will hold a plant and craft sale from 8:30 a.m. to 2:30 p.m. at the center, 125 Stoner Ave. Hanging baskets and bags, vegetables, bedding plants, handmade crafts and flea market items will be available. 410-386-3850.

PREAKNESS PARADE -- The Westside Preakness Parade will step off at 11 a.m. at Eutaw Street and Martin Luther King Jr. Boulevard and will proceed south on Eutaw to Redwood Street. WATERFRONT FESTIVAL -- The second annual Baltimore County Community Waterfront Festival will be held from 10 a.m. until dusk at Martin's Lagoon on Eastern Boulevard, west of Martin State Airport in Middle River.
