Carroll man charged with attempted murder

A Westminster man wanted in the stabbing of another Westminster man was arrested just south of Pittsburgh on Sunday night when a Pennsylvania state trooper stopped a speeding car driven by a Carroll County woman, said Capt. Randy Barnes, a city police spokesman.

Joseph C. Sheppard Jr., 23, of the 200 block of E. Main St. is being held on first-degree and second-degree attempted murder and related charges at the Westmoreland County Prison in Pennsylvania and faces an extradition hearing today, Barnes said.

Sheppard was in the car with a 19-year-old Westminster woman, the driver of the Hyundai Elantra, who was reported missing by her family last week, authorities said. Barnes said the woman's name is not being released because she has not been charged.

Sheppard is accused of stabbing Ricky Rufus Kisner, 25, of the first block of Pennsylvania Ave. on April 18, Barnes said. Kisner suffered multiple stab wounds in front of his downtown Westminster apartment, Barnes said. He was released from Maryland Shock Trauma Center in Baltimore on April 23, a spokeswoman there said.

Sheppard and Kisner became acquainted while they were serving time at the Carroll County Detention Center, Barnes said.
