Duncan chooses Simms as Md. running mate

Pick could tap into O'Malley's base in Baltimore

Democratic gubernatorial candidate Douglas M. Duncan has chosen former Baltimore state's attorney Stuart O. Simms as his running mate, a move aimed at digging into rival Mayor Martin O'Malley's voter base in the state's largest city.

Simms, 55, was elected twice as the city's top prosector in the 1990s, and those who know him call him a thoughtful, smart and articulate public servant who could help Duncan, the Montgomery County executive, win votes among African-Americans.
