Belarus election found invalid

International monitors declared Sunday's presidential election in Belarus invalid, as opposition activists in the capital of Minsk organized a second night of protests and called for a new vote this summer. The United States supported the call. pg 1a

Strike day urged in France

French unions and student groups called for a national day of strikes March 28 to protest a youth jobs plan that has provoked huge street demonstrations and paralyzed many universities. pg 8a

Pressure for housing, vouchers

Civil rights lawyers will press a judge to order the Department of Housing and Urban Development to create 3,000 low-income housing units and another 3,750 housing vouchers, chiefly in suburban areas with access to quality schools and jobs. pg 1a
