Court disbars Annapolis lawyer over fraud scheme

An Annapolis lawyer who is a former police officer was disbarred Friday for what the Maryland Court of Appeals said was his role in a fraud scheme.

Thomas W. Kinnane was found guilty of theft in Texas in 2003 and paid $35,000 in restitution and a fine, the judges said.

Kinnane contended in court that he had received $70,000 as a bonus from Shell Energy Services' regulatory affairs manager, who then told Kinnane to give him half. Kinnane said he later learned that Shell had not authorized the payment. Both Kinnane and the Shell manager were criminally charged, and Kinnane provided material for the prosecution of the manager, according to the decision.

Before becoming a lawyer in 1996, Kinnane was in the Secret Service for two years and an Anne Arundel County police officer for eight years.
