1984: First black council chairman

C. Vernon Gray, the first African-American elected to the Howard County Council in 1982, was unanimously elected chairman of the council Dec. 3, replacing Elizabeth Bobo, who is expected to run for county executive in 1986. Councilman Lloyd G. Knowles nominated Gray, and the nomination was seconded by Bobo.
