Bonnie Heneson Communications has selected Courtney Reiter as director of media relations and Lauren Kaufman as the publications' specialist for the Owings Mills marketing, public relations and communications agency.

MGH appointed Cara Cameron as the Owings Mills-headquartered marketing firm's interactive services director.

Banking and finance

Butler Capital Corp. appointed Joseph P. Serio as chief operating officer of the locally based financial services firm.

Defense

Northrop Grumman Corp. named John Chino as the Maryland-based aeronautics and defense contractor's new deputy for electronics systems and vice president, general manager of enterprise.

Education

The Johns Hopkins University named David D. Flinchbaugh as its director of alumni relations. Formerly with Bucknell University, he is responsible for building and maintaining relations with the Baltimore school's graduates around the world.

Health care

University of Maryland Medical Center named Herbert C. Buchanan Jr. senior vice president and chief operating officer of the downtown Baltimore medical complex. He was previously vice president of operations for Northwestern Memorial Hospital in Chicago.

Legal and insurance

Ober/Kaler, the Baltimore-based national law firm, has admitted Meredith J. O'Connor and Jeffrey P. Rogyom to its business group, Omar Sawaf to the real estate group and Geoffrey K. Calderone Jr. to its trust and estates practice.

On the board

Mosaic Community Services Inc. appointed Rob Williams of Baltimore-Washington Financial Advisors and Martha Malonee of the American Urological Association to its board of directors.
