Banking and finance

The Columbia Bank appointed Douglas S. Greene as acquisition, development and construction banker for the Howard County financial institution. He serves clients in the residential and commercial building industry, Realtors and investors.

Health care

University of Maryland Medical Center named Dr. Timothy J. Babineau, formerly of the Boston Medical Center, as senior vice president and chief medical officer, and Leonard Taylor Jr. as vice president of facilities management for the downtown teaching hospital complex.

PinnacleCare appointed Dr. Miles J. Varn as medical director for the Baltimore-based health care management company.

The Arc of Howard County, which provides training, care and family support services for developmentally disabled patients, named Susan Spenadel director of day support.

Real estate

NAI KLNB Management appointed Jean Tang as vice president of accounting for the Baltimore regional property and assets management company. A certified public accountant, she holds a master's degree from the University of Baltimore.

Professional services

Fandango Special Events announced that Spiro Kafarakis has joined the staff of the Baltimore-headquartered regional event management company.

SSi Consulting appointed Tricia Bowan as a marketing associate for the Baltimore business management software consulting firm. She will aid in all marketing aspects, including direct mail, advertising and web-site development. She was formerly with Ernst & Young.

Legal and insurance

Ober/Kaler said Raymond Daniel Burke joined the Baltimore-based national law firm as a principal. A specialist in construction and real estate development law, the University of Maryland law graduate was previously with the firm of Freishtat, Burke, Mullen & Dubnow.

Business Technology Law Group said Tora A. Mahoney joined the Columbia-based specialty law firm.

Tactical Waterborne Operations awarded J.J. Marie, president and chief executive officer of Stevensville-based Zodiac North America, with its lifetime achievement award.

On the board

Cylex Inc. appointed Thomas Bologna to the board of directors of the Columbia life sciences company.

Eisner Communications said Cynthia Epley joined the Baltimore agency as vice president and associate media director.

Wal-Mart named Joseph Griffin manager of the giant retailer's Ellicott City operation.
