Signs aren't threats to safety

The debate over "bandit signs" is the most ridiculous thing I've heard. "Portable graffiti, harbinger of crime, a safety menace to drivers."

I have yet to see a sign that is in graffiti style or promotes crime. It is not the person reading the sign that is a menace but the driver not paying attention because he/she is on the cell phone. Safety menaces are the people standing at every stoplight and corner begging for money. Those people are the safety threat! Let's do something about that instead of trying to hurt businesses that are trying to make a living.
