A 23-year-old man was sentenced yesterday in U.S. District Court to 13 years in prison for drug and gun possession. City police officers saw Howard Dwayne Mitchell, Jr. speeding in a car on North Greene Street on Aug. 1, 2004. When they stopped the car, Mitchell pulled out a gun, wrestled with officers and ran, dropping a plastic bag containing 49 gel caps of heroin and 27 glass vials of crack cocaine. Police said he also had a loaded Colt .357 magnum revolver. Mitchell was ineligible to possess firearms because he had previously been convicted in Maryland of at least three criminal charges.
