Del. Quinter will not run for Congress

Del. Neil F. Quinter, a Howard County Democrat, has bowed out of the congressional 3rd District race and instead will seek re-election to the House of Delegates.

Quinter said his choice stems in part from the decision of John P. Sarbanes, eldest son of Sen. Paul S. Sarbanes, to run for the 3rd District seat.

The post is being vacated by Rep. Benjamin L. Cardin, who is running for the Senate.

"It is a hard decision to reach, but I'm in this to make a positive difference," he said Tuesday. "And I felt that this was the best way for me to continue making that positive difference."

Quinter, who was the research director for Senator Sarbanes, said he has not decided whom to support in the election for Cardin's seat. He said, however, that his loyalty to Paul Sarbanes makes it difficult for him to run against his son, whom he has known for 20 years and with whom he attended Harvard University Law School.
