County officials are reporting a surplus of $20.4 million for the fiscal year that ended June 30. About $14.4 million is available under county law for emergencies or one-time expenditures, and $6 million has been set aside to bolster the government's Rainy Day Fund, a hedge against bad times. What would you suggest the county do with the $14.4 million?
