Palacio treasurer of Hispanic group

Jose Palacio, a principal with the Columbia-based PCA Group, has been named treasurer of the Maryland Hispanic Business Conference.

The conference, which fosters the educational and economic development of Hispanics and other minorities in Maryland, will hold its annual event Thursday and Oct. 14 at the Sheraton Columbia Hotel.

Palacio, a certified public accountant with more than 20 years of experience, joined the accounting and financial services firm in January. The firm's divisions include Peacock, Condron, Anderson & Company, PA; PCA/Ogle Financial services LLC; and Mew Port Acquisition Services.

Young joins chamber committee

Christopher S. Young, an Ellicott City attorney and founder of the Business & Technology Law Group, has joined the Maryland Chamber of Commerce's Civil Liability Committee.

He also serves on the Legislative Affairs Committee of the Howard County Chamber of Commerce and is a member of the Leadership Howard County class of 2006.

Young is on the boards of the Jim Rouse Entrepreneurial Fund and the American Lung Association of Maryland, and is the immediate past board chairman of the Howard County Family Branch of the YMCA of Central Maryland.

Scharf promoted at Howard Bank

Rosa M. Scharf has been elected senior vice president of Howard Bank, the county's new community bank. She joined Howard Bank as a vice president and relationship manager.

Scharf was chosen runner-up as 2005 Maryland Financial Services Champion of the Year by the Small Business Administration's Baltimore office. She was elected to the Howard County Chamber of Commerce board of directors and is a board member of the Jim Rouse Entrepreneurial Fund.
