Teen, woman charged in fatal accident

Charges have been filed against a teen driver and a New Windsor woman who is accused of providing alcohol to the driver and other underage drinkers on the night that his vehicle struck a tree near Westminster, killing a 15-year-old girl, according to state police at the Westminster barracks.

Sarah Phillips of New Windsor, the front-seat passenger, died in the accident about 2:45 a.m. March 5, when the 1996 Ford Contour struck a tree while northbound on South Springdale Road, just south of Jasontown Road, police said. The driver, then 17, was flown to Maryland Shock Trauma Center.

Now 18, he has been charged as a juvenile with homicide by motor vehicle while impaired by alcohol and drugs, and other charges including speeding, reckless driving and a license violation, police said.

Karen Diane Haltiner, 34, of the 100 block of Church St. was issued a criminal summons Monday on charges including obtaining alcoholic beverages for underaged consumption .
