Despite a shortage of water and a petition signed by 600 residents, a judge has ordered the Carroll County Planning and Zoning Commission to approve a 254-townhouse project in the fastest-growing area of the county. The commission must approve the Eldersburg project or its members -- including County Commissioner Julia Walsh Gouge -- could be jailed for contempt, according to Carroll Circuit Judge Michael M. Galloway. The planning commission denied the project last year, citing inadequate facilities in South Carroll, where the population has nearly tripled since 1980. The rental complex would be built on 20 acres at Kali Drive and Ridge Road. Do you think the planning commission members should appeal the judge's decision or should they approve the project?

I think it's ridiculous to consider putting 254 townhouses in an area that is already overcongested. Perhaps Judge Galloway should drive through the area some day. This decision must be appealed!

Decision ignores density data

The commissioners definitely should appeal Judge Galloway's decision.

Obviously the judge is on an ego trip and has not only reversed two earlier decisions, but completely ignores all factual data that indicates the neighborhood cannot support the current population, let alone a large increase.

If the judge were to imprison every Carroll County citizen that had contempt for him and his "court," he would be approving construction of many prison cells instead of apartments.

The new laws of the land

I had the dubious pleasure of attending the Carroll County Planning and Zoning Commission on July 19 concerning the Carrolltowne Apartment Complex. I found the experience VERY educational. I learned:

1) Inadequate facilities do not matter. Overcrowded schools do not matter. Insufficient water does not matter. Citizen concerns do not matter. Lawyers and judges matter.

2) Public safety and welfare do not matter. Emergency services do not matter. The Almighty Dollar is much more important than the community.

3) Intimidation WORKS! Threats work! Tell government officials that they will be put in jail. If you are one of the "Important People," win at ANY cost, no matter whom it hurts. The little people do not matter.

4) The courts are now the ruling monarchy of this land. All other laws are obsolete and meaningless. Government regulations do not matter.

5) New environmental regulations are meaningless. New building regulations are meaningless. Ten-year-old plans are fine. The "King" in his "court" has decided. Resistance is futile.

6) Principles, such as "right" and "wrong" do not matter. Integrity is relative.

I also want to thank the commissioners for wasting my time on a meeting concerning issues that were clearly decided before the meeting. The 10-year-old development site plan had already been rejected twice.

Nevertheless, the commissioner moving for approval admitted that the motion for approval had been drafted the night before this meeting.

I took time off from work for this? I wasted my time expressing my concerns over an issue already decided? Is this my Carroll County government in action? Excuse me while I go puke.

Density affects quality of life

I'll bet Judge Galloway doesn't live in Eldersburg. My husband and I moved here from College Park, Md., to escape the dense population, not to mention the crime, that development brought with it.

We didn't like a 10-minute trip to the store turning into half an hour. We didn't like reading about assaults and thefts happening within walking distance of our home. We won't like waiting for water either.

If someone wants to move here, they can move into a home or townhome that is already here, like we did. The planning commission needs to say "no" to the judge's bad decision and "yes" to quality of life for Eldersburg residents.

Plan was wrong years ago, and still is wrong

Congratulations to Carrolltowne Development Partnership (Security Development) and attorney Benjamin Rosenberg.

The proposed 254-unit apartment complex off Kali Drive in Eldersburg has been approved by the planning and zoning commission. It took a contempt of court charge over the commission to get the approval. Authorities were even in attendance, presumably to incarcerate the commission members if they did not approve the proposed development. This amounts to intimidation, pure and simple, and is disgraceful!

Ten years ago when the plan was proposed, adequate facilities were not available to support the proposed development. Today, adequate facilities still are not available including schools, roads, water and emergency response. Trailers have been in place for years at Carrolltowne Elementary School, Oklahoma Road Middle School and Liberty High School.

The new development will place additional burden on the schools and prompt the installation of additional trailers. Roads will be more congested, and the water supply will be curtailed, especially in times of drought.

Safety is another issue that often gets overlooked, especially with the large numbers of young children who live and play on and around Kali Drive.

The proposed 254-unit apartment complex is wrong for this location. It was wrong 10 years ago and it is wrong today. The fact that Carrolltowne Development Partnership has continued to pursue this development shows a total lack of regard for our community.
