Owens' spokeswoman joining Duncan's staff

Jody Couser, the chief spokeswoman for Anne Arundel County Executive Janet S. Owens, is stepping down to become press secretary for Douglas M. Duncan's gubernatorial campaign.

Duncan, the Montgomery County executive, is expected to challenge Baltimore Mayor Martin O'Malley for the Democratic nomination next year.

Couser will start her new job Aug. 1.

Couser has served Owens as director of communications since March 2002. In an e-mail, she called her decision to leave "a personal one ... because I know Doug Duncan is the best choice to be Maryland's next governor."

An Anne Arundel County native, she previously served in similar positions for the National Association of Police Organizations and the American Medical Association, the country's largest physicians' organization.

In regard to her tenure with Owens, Couser said: "I have a great deal of respect for Ms. Owens. Under her leadership, this county continues to grow in so many positive ways. I will always be grateful for this opportunity to serve the residents of my home county."
