BANKING & FINANCE

The Columbia Bank appointed John M. Meaney, formerly with Bank of Annapolis, as vice president of commercial banking for the Howard County-based regional bank.

M&T Bank named Marc Czosnowski manager of the regional bank's Essex branch. He is responsible for business development, sales and daily operations.

SunTrust Bank Mid-Atlantic appointed Angela McFadden-Smith as a loan administrator in its real estate finance group based in Baltimore.

Retirement Strategies of Maryland LLC announced that John Blamphin, formerly of The Scarborough Group, has joined the Severna Park firm as director of marketing and client services.

PSA Financial Center appointed Sandy Scitti, accounting/ human resources, and Tammi Nash, operations, as vice presidents of the Lutherville-based investor and financial planning and advisory firm.

Evergreen Capital appointed Ellicott City resident Philip Gelso as managing director at the firm's Columbia offices. A Towson University graduate, he was formerly with Commerce Funding Corp.

COMMERCIAL REAL ESTATE

Manekin Construction named Jim Cermak, John Hyland and Roger Micciche Jr. field superintendents and Michael Watkins an assistant project manager for the Columbia-based company.

The Shelter Group, the Baltimore-based developer and manager of luxury apartment and senior living communities, appointed Cheryl Rodriquez as a regional manager for properties in Maryland and Pennsylvania.

HEALTH CARE

Johns Hopkins Bayview Medical Center appointed Laurene Mackel as director of patient relations for the East Baltimore health facility. She is responsible for department operations, volunteer, interpreter and pastoral care services.

Mercy Medical Center announced that Dr. Seema Rao joined the hospital practice of Dr. Dana Sampler, located in Highlandtown. The Lutherville resident interned and trained in residency in Utah and India and was formerly with Kaiser Permanente.

St. Agnes HealthCare appointed Yolanda Copeland, patient care services, and Dr. Michael Moriarty, safety and quality improvements, as vice presidents for the Southwest Baltimore area hospital.

PROFESSIONAL SERVICES

Marshall Craft Associates Inc. announced that Magdalena M. DelCampo joined the Baltimore-based architectural planning firm as a project architect.

South River Consulting LLC appointed Andrew J. Killeen as director of energy information for the Baltimore-based independent energy advisory firm. He will be involved with forecasting, pricing, analysis and new product development and management.
