Police said Won-Ho Kim, 23, of Laurel was moving an aluminum ladder when it tilted backward and hit overhead electrical lines, police said.

He sustained a shock and went into cardiac arrest, said Lt. Frank Fennell, a county Fire Department spokesman.

Kim's co-workers at the house being built in the 700 block of Baltimore Annapolis Blvd. tried to revive him and called 911. Kims heart was not beating when he was taken to Anne Arundel Medical Center, and he was pronounced dead at 12:22 p.m., officials said.

How much electricity was in the power line was not immediately known, officials for Baltimore Gas and Electric Co. said.

The accident is being investigated by the county Police Department and Maryland Occupational Safety and Health, fire officials said.
