Screening devices prove ineffectiveAfter spending billions of dollars on screening devices after the Sept. 11 attacks, the federal government may have to spend billions more, in part because the initial equipment has proved ineffective, unreliable or too expensive to operate. [Page 3a]

Synchronized Iraq attacks kill 29
Twin car bombs killed 27 Iraqis and two American contractors yesterday in an attack on a contractors' convoy. Iraq's prime minister announced that he was prepared to fill the six final vacancies in his Cabinet, ending the new government's deadlock. [Page 16a]

Rosewood transfers on hold
Two years after state officials vowed to transfer criminal suspects with disabilities from the Rosewood Center in Owings Mills to a more secure facility, no one has been moved and the plan is on hold. Families of those who would have been transferred say the plan was an ill-conceived response to the escape of a murder suspect in May 2003. [Page 1b]
School part of ex-inmate project
The Baltimore private school where a convicted murderer taught until being charged with sexually abusing three students was part of a city task force working to improve employment opportunities for ex-offenders. But Principal Christina V. Holtsclaw said she had not hired any other former inmates and would not do so again. [Page 1b]

50-1 shot Giacomo wins Derby
Giacomo, a 50-1 shot, ran down Afleet Alex in the final strides and took the Kentucky Derby, producing the second-highest win payoff in race history: $102.60 on a $2 ticket. Giacomo, a 3-year-old gray colt who had won just once in seven previous races, finished a half-length in front of Closing Argument, a 70-1 shot. [Page 1e]
Roberts sparks 5-3 O's victory
Brian Roberts homered on the first pitch in the bottom of the first inning to back an impressive pitching performance by Bruce Chen, and the Orioles beat the Kansas City Royals, 5-3. Miguel Tejada hit a two-run double for the first-place Orioles, who have won 11 of 13 to move 11 games over .500 (20-9) for the first time since 1997. [Page 1e]

Southwest Airlines, the Texas discount carrier, has been integral to the success of Baltimore-Washington International Airport. The airport will unveil a $264 million terminal Wednesday constructed exclusively for and funded partially by Southwest and its passengers. [Page 1a]
