HEALTH CARE

University of Maryland announced the appointments of Dr. Mandeep R. Mehra as head of cardiology at the UM Medical Center and of the division of cardiology at the UM School of Medicine, and Dr. Benjamin Philosophe as head of the division of transplantation at the medical center and associate professor of surgery at the medical school.

COMMERCIAL REAL ESTATE

Struever Bros. Eccles & Rouse Inc. named John M. Pezzulla director of property management, Suzanne Marks and Keli Connor as property managers and Laurie Weishorn as lease administrator.

Trammell Crow Co. appointed Joe A. Ruzecki as a vice president. He oversees leasing and tenant representation in Anne Arundel County.

MIE Properties Inc. hired Lesly Bell as director of marketing for the commercial real estate company.

Picairn Properties of Jenkintown, Pa., appointed Joseph S. Grubb Jr. senior vice president and Mark Pasierb vice president of the real estate development and management firm.

LEGAL AND INSURANCE

Hodes, Ulman, Pessin & Katz hired Carlos A. Braxton as an associate in the litigation division and David S. Rosen as an associate in the corporate and tax practice group of the Towson-based regional law firm.

ON THE BOARD

BioElectronics Corp., based in Frederick, elected Richard Staelin, a member of the faculty of the Fuqua School of Business at Duke University, to a seat on its board of directors.

Nightingale's Healthcare News announced that Leon Rodriguez of the Baltimore law firm of Ober/Kaler has been named an Outstanding Healthcare Litigator.

The Society of Certified Senior Advisors awarded Harry A. Swope of the Hendershot Financial Group a certificate of course completion and title of certified senior adviser.

American Office in Baltimore said Tammy Heyman, an account executive at the interior design firm for 17 years, has received the Julius Rosenberg Memorial Award for her work in The Associated: Jewish Community Federation of Baltimore.

The Artemis Group hired Barbara A. Snider as operations manager at the Annapolis consulting and public affairs firm.

Daft-McCune-Walker Inc. hired Michael David Martin as team manager, Valorie L. Hennigan as landscape architect and Laura L. Lewis as engineer at the Towson land planning firm.

Warschawski, a public relations and marketing firm in Baltimore, announced the addition of Mandy Priest as a senior associate. She is responsible for media relations, branding and strategic positioning and planning for the agency's clients.

BANKING AND FINANCE

Washington Savings Bank named Phillip C. Bowman chief executive officer of the Bowie-based bank. He was previously president and chief executive of American Bank in Silver Spring.
