City board's OK expected today in $4.55 million sale

Baltimore's Board of Estimates is set to approve today the sale of the former Ravens football practice facility in Owings Mills to Villa Julie College for $4.55 million.

Under the terms of the sale of the city-owned parcel at 11001 Owings Mills Blvd., Villa Julie will pay $227,500 on approval by the five-member board and the remainder at settlement.

The city had been seeking $6 million last spring, and the college originally wanted to pay $2.5 million. State assessors valued the property at $6.18 million, records show.

Villa Julie, a private liberal arts college with about 2,500 undergraduate and graduate students, has its main campus in Stevenson.

The school plans to use the Owings Mills facility for classrooms, computer laboratories and academic programs, according to an explanation on the board's agenda.

The property is next door to a recently opened college-owned apartment complex that provides housing for more than 500 students.

The site contains 38 acres, but only about a third of it can be developed. The rest of the property is in a flood plain or forest easement area.

The Ravens moved into a new $31 million practice facility, also in Owings Mills, in October.
