Hess is named authority's senior vice president

H. Victor "Vic" Hess has been appointed senior vice president of the Howard County Economic Development Authority. He will be responsible for the Center for Business and Technology Development, encompassing the Business Resource Center and NeoTech Incubator.

Hess has more than 30 years of experience in engineering, sales, marketing and executive management, including work with technology start-ups and as an entrepreneur. He will focus on entrepreneurial development and mentoring of small businesses.

The Center for Business and Technology Development works with entrepreneurs to help develop skills for success. The NeoTech Incubator offers hands-on management service as well as access to funding, conference rooms, Internet and cable access, a small business library and other resources.

Howard Bank's DeBarnard appointed senior executive

Christine DeBarnard has been appointed senior executive, operations for Howard Bank, Howard County's new community bank.

DeBarnard began her banking career in 1971 at Maryland National Bank. In 1997, she joined Allfirst Bank, where she was a senior vice president and manager of the organization's delivery support services.
