Police Blotter is a sampling of crimes from police reports in Baltimore City and Baltimore County.

Baltimore City

Northwestern District

Shooting: A man in his mid-20s was shot in an arm, leg and hip about 9:15 p.m. Tuesday outside a house in the 4100 block of W. Forest Park Ave. He was treated at Maryland Shock Trauma Center.

Central District

Robbery: A 23-year-old man was walking in the 300 block of E. Baltimore St. about 3 a.m. yesterday when a man shoved him into an alley, struck him in the face with a gun and took $35.

Northeastern District

Burglary: Power tools and equipment valued at more than $2,000 were stolen Tuesday from construction-site trailers at Morgan State University.

Southern District

Arrest: James Shiflett, 45, of the 500 block of E. Lynne Ave. surrendered yesterday to the Warrant Apprehension Task Force and was charged with first-degree murder in the Dec. 12 death of Michael O'Laughlin. The 43-year-old victim was allegedly fighting with Shiflett on Dec. 11 a block from his home when he was struck on the head with an unknown weapon and fell to the ground. O'Laughlin walked to his home in the 1500 block of Patapsco St., and was found dead by his mother the next day in his basement bedroom.

Shooting: Jeffrey Munyan, 40, was seated in his truck in the 2000 block of McHenry St. about 7 a.m. Tuesday when a man pointed a gun at him and demanded money. Munyan began to laugh, and was shot in his left side. Munyan drove to the 1700 block of Washington Blvd., then was taken to Shock Trauma. He was reported in good condition.

Arson: A 2000 Nissan Maxima reported stolen in Baltimore County on Monday was found burning Tuesday morning in the 2300 block of Nevada St.

Baltimore County

White Marsh Precinct

Robbery try: A woman, 22, was walking her dog in the 6800 block of Averill Road about 7 p.m. Tuesday when she was stopped by a man who asked whether the dog was for sale. When the woman said it was not, the man tried unsuccessfully to steal the dog and struck her in the face before fleeing.

Essex Precinct

Robbery: Police were seeking two men who robbed a man, 28, of his wallet and $35 in the 1500 block of Hopewell Ave. about 10 p.m. Monday.
