Clarification
In an article in yesterday's Howard County edition of The Sun about the selection of former Howard County Councilman Charles C. Feaga to fill a vacancy on the council for the next two years, his eligibility to run for a new term in 2006 was unclearly stated. Under Howard's term-limit law, Feaga can't run for the council again because he served two full terms since the three-term limit was enacted. By rejoining the council in November, just before the halfway mark of the current term, he is ineligible to run again, county officials have said.
