Police Blotter is a sampling of crimes from police reports in Baltimore City and Baltimore County.

Baltimore City

Eastern District

Arrest: Craig Manuel, 30, was arrested early yesterday at his home in the 1700 block of N. Chapel St. by members of the Warrant Apprehension Task Force on a warrant charging him with first-degree murder. He is charged in the Aug. 14 shooting of Andre Adams, 24, outside Q's Bar in the 2500 block of E. Monument St.

Stabbing/robbery: A 35-year-old man was walking in the 1100 block of E. Monument St. about noon Monday when another man stabbed him in the back and robbed him of $60. The victim was treated at Johns Hopkins Hospital.

Western District

Carjacking: Police were seeking two men, one armed with a handgun, who forced the driver of a 1996 Dodge van with tags AEJ 55A from his vehicle Monday night in the 1200 block of W. North Ave. and sped away.

Southwestern District

Arrest: Michael Timmons, 36, of Brooklyn, N.Y., was arrested yesterday morning in a house in the 600 block of S. Pulaski St. by members of the city's Warrant Apprehension Task Force and the Brooklyn Homicide Task Force on a warrant charging him with killing Omar Osborne, 24, in New York on Jan. 4, 1997. Timmons was held at Central Booking and Intake Center pending an extradition hearing.

Burglary: A .40-caliber Sig Sauer handgun valued at $300, with serial number SP0006957, was taken last weekend from a house in the 1300 block of Wildwood Parkway.

Central District

Theft: Speakers and an amplifier - all worth $750 - were stolen Monday from a 1988 Honda Civic parked in the 1000 block of Cloverdale Road.

Baltimore County

Cockeysville Precinct

Kidnapping/arrest: A 35-year- old Essex man was arrested early Sunday in Hunt Valley and charged with kidnapping his 18-year-old former girlfriend. The victim called police on her cell phone and gave her location. Officer Daniel Marusko, who was patrolling the area, found the woman lying on the ground at McCormick and Shawan roads about 2 a.m. Sunday - with the suspect standing over her. Arrested and charged with kidnapping was Kevin Krause of the 300 block of Poplar Road. He was held on $150,000 bail.

Franklin Precinct

Burglary: A laptop computer was stolen Sunday from Associated Jewish Outreach in the 1700 block of Reisterstown Road.

Wilkens Precinct

Robbery: A gunman robbed a High's store in the 1000 block of Maiden Choice Lane of an undisclosed sum of money about 11 p.m. Monday.

Robbery: The manager of KFC in the 5600 block Baltimore National Pike was walking to her car about 10 a.m. Monday when she was robbed by a gunman of money she was taking to a bank.
