Carroll woman, 65, killed in accident near Sykesville

A 65-year-old Carroll County woman died in a traffic accident near Sykesville on Wednesday after reportedly crossing into the path of another vehicle while making a U-turn from the shoulder of Liberty Road, state police in Westminster said yesterday.

Ilene Marie Foster, of the 2600 block of Coon Club Road, was injured in the accident at 11:52 a.m. and pronounced dead soon afterward at Carroll Hospital Center. Police delayed releasing her identity Wednesday night while they tried to locate her family.

The accident occurred after Foster stopped her 1999 Mercury Mystique on the shoulder of westbound Liberty Road east of Route 97 and then made a U-turn into the path of a 1999 Ford Expedition, police said. The Ford, driven by Dessie Kay Waring, 44, of the 2100 block of Timothy Drive in Westminster, struck the driver's-side door of the Mercury. No charges were filed in the accident, police said, but the fatality will be reviewed by the Carroll County state's attorney's office.

Water, sewer fees rise for new homes in county

The Carroll County commissioners made buying a new home in the county costlier yesterday. The board unanimously approved increases in the water and sewer connection fees that could add as much as $2,000 to the price of new home.

Water fees will increase by $900, to $5,391, and the sewer fees will rise more than $1,100, to $6,444. The increases are necessary to help pay for capital improvements to public utility systems, officials said.

Buyers of single-family homes also pay an impact fee of $6,836 to offset the cost of services that new development demands.

The vote followed a public hearing during which no one commented.
