5 arrested on drug charges in Westminster


Westminster police arrested five people on drug charges after executing a search warrant on a city residence last week, authorities said.

When police arrived at an apartment in the 100 block of Charles St. at 9:30 p.m. Wednesday to serve the warrant, authorities said they observed three people engaging in drug transactions.

Police arrested Jamel Edward Clark, 20, of Pikesville, Joseph Height, 41, of Westminster and Wayne Winslow Luby Jr., 22, of Westminster. Authorities said they seized a bag of marijuana from the ground and $288 in cash belonging to Clark.

Inside the apartment, police arrested Chanel Dominique Charms, 19, of Westminster and Jerrelle William Allen, 23, of Baltimore. Allen had 12 bags of suspected crack cocaine, police said. Charms was found to have small plastic bags, police said.

Clark is charged with distribution, possession with the intent to distribute, conspiracy and possession of marijuana.

Height and Luby are charged with possession of marijuana.

Allen is charged with distribution, possession with intent to distribute, conspiracy and possession of marijuana, a controlled dangerous substance and paraphernalia.

Charms is charged with possession of paraphernalia.

Charms, Height and Luby were released on their own recognizance. Allen and Clark were being held on $50,000 bail each at the Carroll County Detention Center.
