Sheriff's captain faces several traffic charges

BEL AIR - Dan Scott, a 60-year-old captain with the Harford County sheriff's office, is to be charged with driving while impaired, passing in a no-passing zone and speeding.

The pending charges were in a criminal information filed yesterday by Harford State's Attorney Joseph I. Cassilly. Scott, who works at the detention center, was stopped by Deputy 1st Class Charles Sadowski on Route 24 near Coen Road on March 12.

Girl, 15, ordered confined after eye-gluing incident

HAGERSTOWN - A Washington County judge has ordered institutional confinement for a 15-year-old girl who glued shut the eyes of a mentally impaired 16-year-old girl.

It took three days for the victim's eyes to reopen after they were sealed with artificial-fingernail glue, Assistant State's Attorney Michelle Flores told Circuit Judge Donald E. Beachley during a juvenile proceeding Wednesday.

Flores said the attack apparently was motivated by the defendant's jealousy over the size of the victim's room at the Potomac Ridge psychiatric treatment center in Rockville and by her suspicion that the victim had stolen her earrings.
