Westminster road to close for water-main repairs

Beginning today, Winters Lane in Westminster will be closed to traffic so a public works crew can make permanent water-main repairs at the intersection of Winters and Locust lanes.

When the water line separated in January, crew members made a temporary repair. A new concrete base will be installed as part of the repair work, which is expected to take five to six days, officials said.

Public hearings tomorrow to tackle ordinances, bonds

The Carroll County commissioners are scheduled to hold a public hearing at 10 a.m. tomorrow to remove three chapters from the county's Code of Public Local Laws and Ordinances.

Two of the chapters spell out bylaws for the Carroll County Farm Museum board and the Local Management Board. The third chapter pertains to an outdated resolution for the county to participate in the Local Government Insurance Trust.

A second public hearing is scheduled for 10:30 a.m. on industrial revenue bonds of up to $10 million to help Shelter Systems Limited acquire about 25 acres of land at the Meadow Branch Industrial Park in Westminster. Federal revenue bonds would provide the funding while the county serves as a conduit for the funds transfer. Shelter Systems is responsible for repayment and the county incurs no financial obligation.

Shelter Systems, a floor and roof truss manufacturer, also plans to build a 30,000-square- foot building on the property.

The hearings will be at the County Office Building, 225 N. Center St., Westminster.
