The victim, in his late 20s or early 30s, was killed in the 2400 block of Eager St. about 10 p.m. Thursday, police said. Within minutes, officers arrested Leighton Rose, 31, of Brooklyn, N.Y., and charged him with first-degree murder.

Officer Erich Glawe heard shots as he was making a traffic stop and ran toward the 2400 block of E. Eager St., where he saw a man running. A few seconds later, Officer Robert Tarter saw a gray Ford Focus speeding away and alerted dispatchers, who summoned a police helicopter. The helicopter trailed the car to the 500 block of N.
