COMMISSIONER'S OFFICE: Promoted chief financial officer Jonathan Mariner to executive VP of finance, effective Jan. 1.

ANGELS: Added Bill Levine and Bill Beverage as limited partners.

ATHLETICS: Agreed to two-year, $3.65 million contract with P Ricardo Rincon. Traded C Michael Barrett to Cubs for player to be named.

CARDINALS: Agreed to two-year, $6 million contracts with free-agent P Jeff Suppan , who had been with Red Sox, and free-agent OF Reggie Sanders, who had been with .Pirates. Signed P Alan Benes, P Matt Duff, IF Wilson Delgado and OF Greg Vaughn to Triple-A contracts and invited them to spring training. Acquired IF John-Paul Davis from Devil Rays to complete Nov. 21 trade for 1B Tino Martinez.

DEVIL RAYS: Agreed to two-year contract with OF Jose Cruz and one-year contract with SS Rey Sanchez.

INDIANS: Agreed to one-year, $925,000 contract with P Jake Westbrook, avoiding arbitration.

MARLINS: Acquired P Mike Neu and player to be named or cash from Athletics for P Mark Redman.

PHILLIES: Signed OF Lou Collier to Triple-A contract.

RED SOX: Acquired IF Mark Bellhorn from Rockies for player to be named.

NFL: Fined Saints WR Joe Horn $30,000 for making choreographed cell-phone call in end zone to celebrate TD Sunday. Fined return specialist Michael Lewis $5,000 for helping orchestrate stunt; Horn told his agent, Ralph Vitolo, he would pay that fine. Fined Bengals WR Chad Johnson $10,000 for retrieving sign from behind snowdrift and holding it up after TD catch Sunday; the sign read: "Dear NFL: Please don't fine me again."
