Collins named top Arundel aide

A former chief of staff for ex-Gov. Parris N. Glendening has accepted the same job with Anne Arundel County Executive Janet S. Owens.

Alvin C. Collins, Owens' human services officer for the past year, becomes her fifth chief of staff since she was elected in 1998. He replaces Robert J. DiPietro, who chose to return to the private sector, according to a county news release.

DiPietro could not be reached for comment. He served as Owens' campaign spokesman last year and had been a mayor of Laurel and Maryland Jockey Club executive.

Before a stint as Glendening's chief of staff, Collins held several positions -- including director for the Office of Family Assistance under the U.S. Department of Health and Human Services' Administration for Children and Families, as well as secretary of the state Department of Human Resources.

His annual salary will be $107,099, county spokeswoman Jody Couser said.
