Former Glendening aide chosen as Owens' fifth chief of staff

A former chief of staff for former Gov. Parris N. Glendening took the same job under Anne Arundel County Executive Janet S. Owens yesterday.

Alvin C. Collins, Owens' human services officer for the past year, became her fifth chief of staff since she was elected in 1998.

He replaces Robert J. DiPietro, who chose to return to the private sector, according to a county press release.

DiPietro could not be reached for comment. He served as Owens' campaign spokesman last year and previously was mayor of Laurel and a Maryland Jockey Club executive.

Before a stint as Glendening's chief of staff, Collins held several positions - including director for the Office of Family Assistance under the U.S. Department of Health and Human Services' Administration for Children and Families, as well as secretary of the state Department of Human Resources.

Collins will retain some oversight of the county Human Services Office. His annual salary will be $107,099, county spokeswoman Jody Couser said.
