Universal Security appoints Haigh as VP

Universal Security Instruments Inc. appointed Phil Haigh as vice president of consumer sales for the Owings Mills-based designer and marketer of alarms, security and safety equipment. He is expected to play a key role in building and expanding the firm's share in the retail marketplace. A graduate of Suffolk University, where he earned a master's degree in business administration, he was formerly with Competitis.

Ciena names Jeffery VP for worldwide sales

Ciena Corp. named Nick Jeffery senior vice president, worldwide sales. In addition to his continuing international role, he now has direct responsibility for the company's worldwide sales efforts. Before joining the Linthicum-based international network solutions provider, he was with Cable and Wireless PLC as chief executive of its Global Enterprise and Service Provider business units.

Thompson is senior VP at administrator NCAS

National Claims Administrative Services selected Michael A. Thompson as senior vice president in charge of its Owings Mills-based subsidiary, National Capital Administrative Services, a third-party administrator for health insurers. A Bel Air resident, he holds a master's degree from the State University of New York, Brockport, and formerly was a senior vice president for sales and marketing with Aon Consulting Group.

Berlin joins D.C. office of Ober/Kaler

Ober/Kaler admitted William E. Berlin to the Baltimore-based regional law firm as a principal and resident in its Washington offices. He will provide antitrust counseling and represent clients involved in investigations conducted by the antitrust division of the U.S. Department of Justice. Formerly a trial attorney for the health care task force in the Justice Department, the Arlington, Va., resident is a law graduate of the University of Virginia.


KPMG elects Aspell, Meyer as partners

KPMG LLP announced the elections of Christine D. Aspell and Rosemary K. Meyer as partners in its Baltimore office.

Aspell, who provides assurance services to clients in the financial services industry, is a certified public accountant and graduate of Loyola College. The Glen Arm resident is active with the American Institute of Certified Public Accountants and Loyola Accounting Advisory Board. Meyer provides assurance services to consumer and industrial clients. A CPA, the Forest Hill resident is a graduate of West Virginia University and is active with the Maryland Association of Certified Public Accountants.
