County proposes location for planned treatment center

Carroll officials say they are zeroing in on a site for the county's planned drug-treatment center near Sykesville.

The site is beside the laundry room of the Springfield Hospital Center complex and would not be visible to the neighbors who have raised concerns. County and state officials are scheduled to meet next week to discuss the location.

The proposed $3 million, 24-bed center would offer long-term care to addicts 18 or older. Carroll officials hope to begin construction on the facility, which would be one of the few government-operated centers of its kind in the Baltimore area, as soon as next summer.

Two arrested at school after fireworks set off

Two teen-age students were arrested yesterday after fireworks were discharged at Winters Mill High School in Westminster, authorities said.

An assistant principal at the school heard a loud boom in a boy's bathroom shortly before 1 p.m., said Allen Gosnell, a deputy chief fire marshal, who added that two suspects had been identified by the time fire investigators arrived at the school.

The teens were charged as juveniles with possession of illegal fireworks, a misdemeanor. They were released to their parents to await further action from the Carroll County Department of Juvenile Justice. No one was injured in the incident, nor was any damage reported.
