INDIANS: Declined to exercise 2004 options on DH Ellis Burks and P Mark Wohlers. Signed former Orioles C Tim Laker to one-year contract, avoiding arbitration.

NORTH CAROLINA: Approved eight-year contract for men's basketball coach Roy Williams that pays him $632,300 in first year and $1.4 million for at least five years.

SAN DIEGO: Promoted Brian Fish to men's basketball associate head coach.

SOUTH CAROLINA: Suspended men's basketball F Rolando Howell, who was charged in August with criminal domestic violence, for 12 games.

BENGALS: Signed WR Lawrence Hamilton to practice squad.

BROWNS: Waived CB C.J. Jones. Signed OL Craig Osika from practice squad.

JAGUARS: Received permission from NFL to shift P Chris Hanson, who accidentally struck himself in leg with ax, from non-football injury list to IR.

RAMS: Activated CB James Whitley from physically-unable-to-perform list.

RAVENS: Announced that CB Chris McAlister was fined $5,000 by NFL for taunting Cardinals during interception return for touchdown Sunday.

VIKINGS: Signed K Jose Cortez. Released WR Kenny Clark.


BLUES: Recalled D Aris Brimanis from AHL Worcester.

CAPITALS: Reassigned D Jean-Francois Fortin to AHL Portland. Recalled D Nolan Yonkman from Portland.

SABRES: Signed D Scott Ricci and D Nathan Paetsch; assigned them to AHL Rochester.


WTA: Third-ranked Serena Williams, who is recovering from knee injury, has withdrawn from tournament beginning Oct. 27 in Philadelphia and season-ending Tour Championship in Los Angeles in November.
