Upper Chesapeake Health has promoted Toni M. Shivery to be vice president of human resources.
Shivery has been director of human resources with the Harford County organization since 1995. Shivery has a bachelor of science degree in psychology and a master's degree in industrial and organizational psychology, both from Radford University in Virginia.
