Baltimore County Executive James T. Smith Jr. will be guest speaker today at the membership luncheon of the Essex-Middle River-White Marsh Chamber of Commerce, where he will discuss plans for the east side.

The luncheon will be held at 11:30 a.m. at Crab Quarters Inc. on Eastern Boulevard in Essex.
