Town meetings set to discuss budget proposal

The Carroll County Department of Management and Budget will hold three community meetings this week to present the proposed budget for fiscal year 2004.

Meetings are scheduled for:

Tomorrow at 7 p.m. at Westminster East Middle School media center, 121 Longwell Ave.

Wednesday at 7 p.m. at Mount Airy Town Hall, 110 S. Main St.

Thursday at 7 p.m. at Taneytown Elementary School gymnasium, 100 Kings Drive.

Ted Zaleski, director of management and budget, will present information on the proposed budget, take public comment and answer questions.

Printed budget information will be available for those attending the meetings.

Lecture to discuss justification of terrorism

John P. Reeder Jr., professor of religious studies at Brown University, will discuss terrorists' justifications for their actions in a lecture at 5 p.m. Tuesday at McDaniel College.

The lecture, "The Ethics of War: Terrorism and Noncombatant Immunity," will be held in McDaniel Lounge and is free to the public.

Reeder earned his doctorate in religious studies at Yale University. He also has taught at Princeton University. Working mainly in Western philosophy and Christian ethics, with comparative interest in Judaic and Buddhist thought, Reeder's focus includes moral concepts such as justice, love, and care; moral diversity and concepts of common morality; and moral issues such as abortion, hunger, war and euthanasia.

An associate editor of the Journal of Religious Ethics, Reeder has been a visiting professor at Yale, Princeton and Amherst College. He has edited, contributed to and published several articles on religion and morality.

Firefighter to be honored at memorial for fallen

Andrew Waybright, a Harney and Taneytown volunteer firefighter who died last summer while training with Frederick County Fire and Rescue, will be among those honored at the 18th annual Fallen Heroes Day ceremony Friday.

The service, honoring police officers and firefighters who died in the line of duty during the past year, will be held at 1 p.m. at the Fallen Heroes Memorial at Dulaney Valley Memorial Gardens off York Road in Timonium.

Waybright, 23, collapsed July 3 while training in Frederick County. He went into cardiac arrest and died at Frederick Memorial Hospital.

He was a volunteer with the Harney Volunteer Fire Company and an emergency medical technician at Taneytown Volunteer Fire Company.

Disabled veterans group installs new officers

Old Glory Chapter 22 of the Disabled American Veterans and its auxiliary recently installed officers for 2003-2004.

Chapter officers are: Rudolph DeAtley, commander; William Rau III, senior vice commander; Ross Gronie, junior vice commander; Kenneth Ruby, adjutant and judge advocate; Ralph Renner, treasurer; Arthur Houck, chaplain; John Corkran, historian; Clarence Zerrlaut, sergeant at arms; Paul Stecklein, service officer; and Laurence Welsh, officer of the day.

Auxiliary officers are: Eva Owings, commander; Elizabeth Houck, senior vice commander; Elaine Gronie, junior vice commander; Katherine Jenkins, adjutant; Dorothy Zerrlaut, treasurer; Kathryn Welsh, chaplain; Lillian Rau, historian.
