Owens aide quits month after arrest

A community relations director for County Executive Janet S. Owens has resigned, a little more than a month after he was charged with drunken driving.

Michael P. Cadogan Sr., 55, of Pasadena resigned March 19, county officials said yesterday. A spokesman for Owens declined to say whether Cadogan's resignation from his five-year post was linked to the arrest.

Cadogan was arrested Feb. 13 after being stopped in his county-owned Chevrolet Cavalier near Edwin Raynor Boulevard in Pasadena.

According to county police, Breathalyzer tests showed his blood alcohol level to be 0.16, twice the state's legal limit for driving.

As community relations director for northeast Anne Arundel, he earned $44,635 a year.
