DEVIL RAYS: Signed P Hans Smith and OF Josh Hamilton, No. 1 overall draft pick in 1999, to one-year contracts. Named Tom Couston and Joe Murphy Midwest regional scouts.

METS: Signed free-agent IF Jay Bell, who had been with Diamondbacks, to minor-league contract and invited him to spring training.

ORIOLES: Signed P Rick Helling, who had been with Diamondbacks, to minor-league contract and invited him to spring training.

PIRATES: Signed IF Randall Simon to one-year contract.

YANKEES: Promoted Jean Afterman to vice president, assistant general manager.

NBA: Fined Heat coach Pat Riley $20,000 for criticizing officials after game last Wednesday against the Blazers. Suspended Magic F Shawn Kemp without pay for violating terms of league's anti-drug program.

CAVALIERS: Activated G Bimbo Coles.

HAWKS: Placed F Chris Crawford on injured list with left knee irritation. Activated F Ira Newble.

LOYOLA: Announced that Metro Atlantic Athletic Conference named Katie Scherle women's basketball Rookie of the Week. Announced that Carolyn Kennington, Kaitlin Klar and Katelyn Woods each signed national letters of intent to join women's soccer team.
