New positions

Boswell is sales executive at New England Motor

New England Motor Freight announced that Rick Boswell joined its Hagerstown terminal as an account executive. Boswell is responsible for maintaining and expanding sales in Maryland, Pennsylvania and Northern Virginia.

He formerly was a salesman with Charlton Brothers. The Falling Waters, W.Va., resident attended Hagerstown Community College and was active as a coach with the Martinsburg area youth soccer league.

Decision Systems appoints Kelly group vice president

Decision Systems Technologies Inc. of Rockville appointed Eugene E. Kelly as vice president of its Technology Services Group.

Previously, Kelly had served as director of the company's Science and Information Technologies Group.

He is a graduate of the U.S. Naval Academy and earned an M.B.A. from the University of Missouri.

Webb, Moeves join McGuireWoods

McGuireWoods LLP admitted Wendy Webb and Scott C. Moeves to the Baltimore-based law firm as associates.

Webb is assigned to the corporate services department and will practice in corporate finance and securities. A law graduate of the University of Maryland, she was most recently a clerk to Robert M. Bell, chief judge of the Maryland Court of Appeals.

Moeves will focus his practice on public finance and is assigned to the firm's financial services department. He earned his law degree at the College of William and Mary.

Health care

Rogers is executive VP at MedStar Health

MedStar Health appointed Michael C. Rogers as executive vice president for corporate services at the Columbia-based health care organization.

He is responsible for system strategic planning, marketing, public relations and government affairs. He formerly was executive director of the Metropolitan Washington Council of Governments and a former deputy mayor of Washington.

A law graduate of Georgetown University, he earned a master's degree from the University of Michigan. He is active in several organizations, including the Washington Board of Trade, National Association of Regional Councils and the Red Cross.

Hospitality

Scupper names Lieblich assistant general manager

Rusty Scupper named Douglas Lieblich as assistant general manager of its Inner Harbor location.

He is responsible for personnel management as well as directing the restaurant's daily operation.

A resident of Owings Mills, Lieblich formerly was manager of the Walden Country Inn in Aurora, Ohio.
