DePalmer to hold `Meet the Candidate' event at park today

Independent Carroll County Commissioner candidate Vince DePalmer will hold a "Meet the Candidate" event from 1 p.m. to 4 p.m. today at Christmas Tree Park in Manchester.

A cookout with hot dogs, hamburgers, corn-on-the-cob and soft drinks is scheduled.

DePalmer and his family will meet with residents during the afternoon.

The event is free, but donations to the campaign are welcome.

Environmental awards to be presented Wednesday

The Carroll County commissioners will present the Carroll County Environmental Awareness Awards at 6:30 p.m. Wednesday in the Dairy Show Pavilion on the fairgrounds of the Carroll County Agricultural Center as part of the 4-H/FFA Fair festivities.

The Environmental Awareness Awards recognize individual residents, institutions and businesses for their achievements in environmental protection and conservation.

Award recipients are:

Individual: Pam Sherfey, a fourth-grade teacher at Linton Springs Elementary, was chosen for her dedication to educating her pupils about the wetlands and her hands-on method of teaching involving the children.

Group: The Earth Kids Club from Bear Branch Nature Center is a group of youths ages 8 to 16 who meet on a monthly basis to work on environmental projects, including stream cleanup, tree planting, trail maintenance and dump-site cleanup. They take earth-friendly field trips such as hiking, camping, visiting natural history areas, parks, aquariums and science centers. They also raise money and awareness for rainforests.

No nominations were received for the Business/Industry Category.

Alternative ways to pay county bills announced

The Carroll County comptroller's office has announced alternative methods of paying tax and water/sewer bills.

The collections office in the County Office Building, 225 N. Center St., Westminster, accepts Discover Card to pay real estate tax bills, personal property tax bills and water/sewer bills.

Payments via Visa, MasterCard, American Express and Discover Card may be made on-line at www.officialpayments. com. Credit card payments also may be made by telephone at 800-2PAY-TAX (800-272-9829). When paying by telephone, enter Jurisdiction Code 3011.

Online and telephone payments are made through Official Payments Corp., which will charge a fee for the service.

Welkos named chairman of United Way campaign

Jim Welkos, manager of human resources for Random House Inc., has been named chairman of the 2002 United Way Community Campaign in Carroll County.

He succeeds Lee M. Depot, vice president and manager for Allfirst Bank in Eldersburg.

This year's goal is $285,000, a 6 percent increase over last year's, Welkos said.

Other members of the campaign cabinet are Lori Blake of the Carroll County Times, Barbara Burke of Westminster Union Bank, Stacey Foxwell of Financial Management Solutions, Courtland Hunsberger of Texas Roadhouse, Tina Lee of Farmers & Mechanics Bank, Nancy McCormick from the city of Taneytown, Jim Piet of Masonry Homes and Peggie Sanders of BB&T Bank.

Campaign activities are being coordinated with the help of United Way Community Partnership of Carroll County, United Way's link to county residents.

Nominations sought for volunteer awards

The Carroll County Department of Citizen Services is seeking nominations for "Maryland's Most Beautiful People" Volunteer Awards.

The county will select its most beautiful person from nominations received. The county winner will go to Annapolis on Nov. 13 for a statewide recognition ceremony.

Nomination forms are available at Carroll County Public Library branches, the county office building, Citizen Services office, and other locations.

The deadline for nominations is Aug. 13.
