Mr. Powell was born in New York City, where he graduated from Jamaica High School.

He began working for Social Security after graduating from Queens College in Flushing, N.Y., with an economics degree in 1960, and moved to the Baltimore area in 1965 to take a job at the national headquarters in Woodlawn.

In 1979, he became an international benefits negotiator, working on bilateral Social Security agreements between the United States and foreign countries. He retired last month.
