Norman Brant Chandler, 49, a former executive with the Los Angeles Times and the first member of the fifth generation of the Chandler family to establish a career with the newspaper, died Friday. His father, Otis Chandler, publisher of the paper from 1960 to 1980, said his eldest son died at his home in Ojai, Calif., of complications from a brain tumor.

Livingston L. Biddle Jr., 83, who wrote the legislation that led to the creation of the National Council on the Arts and the National Endowment for the Arts, died Friday at a hospital in Washington, where he lived.
