Born in Baltimore and raised in the Orchards section of North Baltimore, Miss Ruhl was a 1957 graduate of Eastern High School.

In the 1960s, she moved to Honolulu, where she taught elementary school until retiring in 1994.

She had been a member of Second Presbyterian Church in Guilford and enjoyed reading and traveling.
