Colin Felix Harby, 75, design engineer, candidate

Colin Felix Harby, a retired design engineer who made two unsuccessful bids for Congress from the 3rd District, died in his sleep Wednesday at the home of a brother in New Boston, Mich. He was 75.

Mr. Harby, who had divided his time between Canton and New Boston, was born and raised in Wyandotte, Mich. He attended Eastern Michigan University, until enlisting in the Army in 1944. He served with a tank corps in the Philippines.

After the war, he became a draftsman for the former Glenn L. Martin Co. in Middle River, and worked in a similar capacity from 1955 to 1960 at Crown Cork and Seal Co. Inc. In 1960, he joined Maryland Shipbuilding and Drydock Co. as a design engineer, and from 1968 until retiring in 1990, he was a design engineer at Maryland Cup Corp. in Owings Mills.

A Republican, Mr. Harby ran unsuccessfully in 1998 and 2000 against incumbent Democratic Rep. Benjamin L. Cardin for the 3rd District seat.

An accomplished carpenter, Mr. Harby built a vacation home in McHenry, Garrett County. He enjoyed sailing.

He was a member of the Knights of Columbus.

His 1952 marriage to the former Evelyn Conklin ended in divorce.

Mr. Harby was a communicant of Sacred Heart of Jesus Roman Catholic Church, Foster Avenue and Conkling Street, where a Mass of Christian burial will be offered at 9:30 a.m. Monday.

Survivors include a son, Shawn R. Harby of Highlandtown; five daughters, Colleen Smith of Ocean Pines, Pegan Harby of Baltimore, Bridget Stone of Dundalk, Erin Simonetti of Sykesville and Mavis Green of Mountain Lake Park; four brothers, William Harby, Frank Harby and Anthony Harby, all of Michigan, and Edward Harby of Toledo, Ohio; five sisters, Ruth Ebersol, Valerie Powers, Connie Manning, Dorothy Tekelly and Julia Dziernak, all of Michigan; and 10 grandchildren.
