Del. Dembrow charged with assaulting wife

SILVER SPRING - Del. Dana Lee Dembrow, a prominent member of the House Judiciary Committee, has been charged with assaulting his wife, Suzette.

Court records show Dembrow, 48, of Silver Spring, was charged Sunday with second-degree assault. He was released on his own recognizance on condition that he stay away from his wife and their home.

Dembrow, whose wife and two small children regularly visit Annapolis during the General Assembly session, issued an apologetic statement, saying his family was "devastated" by the incident. "We both have been under extreme stress recently in connection with several uncertain aspects of our future," he wrote.

Court clears O.C. police in 1996 death of man

RICHMOND, Va. - A federal appeals panel ruled yesterday that Ocean City police acted reasonably on Aug. 23, 1996, when they used pepper spray and nightsticks to subdue a 262-pound Hagerstown wrestling champion who died in police custody soon after.

The parents of Neil A. Caricofe sued Ocean City officials in 1998, saying the officers used excessive force to arrest their 33-year-old son, who had been discovered walking naked in the Fenwick Inn. Witnesses said he was walking into walls and didn't respond to commands to stop. An autopsy later concluded that a combination of bodybuilding drugs, alcohol and heart failure led to his death.

U.S. District Judge Frederic N. Smalkin in Baltimore dismissed the lawsuit last year, saying the officers had responded properly. In upholding that decision yesterday, a three-judge panel of the 4th U.S. Circuit Court of Appeals noted that officers never resorted to deadly force.

Edgewood woman charged with marijuana smuggling

BEL AIR - An Edgewood woman was being held on drug charges after Harford County narcotics officers seized 135 pounds of marijuana from her car, the sheriff's office said yesterday.

Janine Walton, 33, of the 800 block of Simons Court, was arrested about 4:50 p.m. Sunday at Routes 40 and 152 in Joppa.
