Delegate DeCarlo announces run for Senate against Collins

ANNAPOLIS - Del. Diane DeCarlo, a Democrat from eastern Baltimore County, announced yesterday that she will run for the state Senate, challenging incumbent and fellow Democrat Michael J. Collins.

DeCarlo, 57, gained prominence two years ago during the fight against Senate Bill 509, Baltimore County Executive C.A. Dutch Ruppersberger's plan to revitalize Essex and other areas through expanded condemnation powers.

"It wasn't easy for me to stand up against my Democratic colleagues, but I did it," DeCarlo said. "I know the people in my district. People want people to listen to them. And that hasn't happened in a long time."
